Public call for co-financing reopened - budget doubled!
New opportunity to install solar panels with incentives

Zagreb, October 8, 2025 – The Environmental Protection and Energy Efficiency Fund (FZOEU) has reopened the public call for co-financing the installation of photovoltaic (PV) systems in private households, on Wednesday, October 8, at 9 a.m. The call was temporarily closed at the beginning of September, but due to high public interest, the initial budget of €10 million has been doubled, making a total of €20.5 million available for this program, the Fund announced.
The funds are intended to co-finance the installation of PV systems for self-consumption on the roofs of existing family houses or their associated auxiliary buildings. Eligible applicants are exclusively natural persons – owners or co-owners of houses who reside at the address at the time the PV system is commissioned.
Co-financing can cover up to 50% of eligible costs, or up to €600 per kilowatt (kW) of installed nominal capacity. The call applies only to systems installed and commissioned from January 1, 2025.
Support also for systems installed in 2024
In addition to the call for PV systems installed in 2025, the Fund announced that on October 17, it will open an additional call worth €7.5 million, aimed at those who installed PV systems in 2024 at their own expense. Eligible applicants can now receive financial support, provided that they meet all the requirements specified in the call. Submission of applications for this call is planned to start on October 29, 2025.
For both public calls, applications are submitted exclusively online through the eFZOEU system, using the National Identification and Authentication System (NIAS). Applications may also be submitted on behalf of the applicant by an authorized representative with a power of attorney certified by a public notary.
